To facilitate this, it is imperative to eliminate outdated production capacity while promoting corporate mergers and reorganizations. Regulatory authorities must provide clear guidance for advancing production capacity construction, local governments should rigorously monitor against unjustified rescue efforts, enterprises should exercise caution when considering new investments, and targeted acquisition of surplus production capacity from exiting cross-border enterprises is encouraged as a means to exit from the industry.
